Abstract
Offshore wind development is accelerating at a time when environmental assessment is increasingly required to support timely consenting, cumulative-effects understanding, nature recovery, regional planning, floating offshore wind deployment and public trust. The workshop underpinning this White Paper was convened in recognition that the sector's central challenge is no longer simply a lack of data, but the weak connection between data, monitoring approaches, models, uncertainty, governance and decision-making.Environmental monitoring often remains project-specific and receptor-focused, while models remain component-specific or scenario-specific. Data systems are similarly fragmented across owners, repositories, formats, access arrangements and project lifecycle stages. Yet regulators and statutory advisers require a more coherent evidence base that is credible, interpretable and timely. Developers need evidence requirements that are clear and proportionate; researchers need pathway questions that are traceable and decision-relevant; and data managers and digital infrastructure providers need to implement standards that enable rapid reuse. Funders need confidence that investments in monitoring, models and digital tools will build operational capability and capacity rather than isolated prototypes. The companion critical review manuscript [1] argues that offshore wind environmental assessment should be structured around connected evidence chains linking F → TM → B → E: engineering forcing, transport and mixing, biogeochemical response and ecosystem indicators. This White Paper translates that scientific framing into an operational roadmap, identifying what should be priorities, who should take responsibility, what should be delivered, which risks must be managed and how each action will support decision-making. The workshop generated more than 500 parsed discussion notes across two sessions. Day 1 developed a shared vision and examined challenges, opportunities and capability gaps across data architecture, observing systems, analytics, governance, co-design and implementation. Day 2 translated these discussions into roadmap actions covering technology pathways, standards and governance, policy evolution, stakeholder collaboration and investment. The resulting material was coded into five primary bottlenecks, with a sixth, cross-cutting bottleneck added in this White Paper to capture the recurring challenge of transferring evidence and knowledge from fixed-bottom to floating offshore wind expansion.
