Abstract

1. Executive summaryWhat: This report is taken from a workshop: titled: Neighbourhoods and Data, held on May 8, 2026, Participants included a cross-sector representation of individuals from organisations that work with communities and across local and national datasets. It focused on emerging practices and needs around quantitative and qualitative data (Marsh, Ashton, and Owen, 2025), particularly regarding the Pride in Place Neighbourhood Boards that are being established in 2026, as well as the broader neighbourhood approach currently favoured in UK place-based policy (ICON, 2026). Who and how: The workshop aimed to understand the processes of understanding, defining, and measuring people’s feelings about place. We explored the opportunities and limitations of existing datasets and methodologies that seek to better equip communities and their public sector partners to articulate need and understand the impacts of investment. The workshop included presentations from researchers and practitioners working in the field and a structured conversation that identified key challenges and actions that place-based qualitative data posed at the neighbourhood, local authority, and national level. The workshop suggested a series of tiered recommendations for:• MHCLG and national policymakers: Invest in capacity building for qualitative data generation and analysis; explore data accessibility via shared repositories, datasets, cross-scale proxies; develop suite of metrics accounting for lived experience.• Local authorities: Strengthen role as enablers, providing guidance and connecting to external expertise and working across silos.• Neighbourhood boards: Integrate community and VCSE data into decision-making, to understand community priorities and track meaningful impact and improvements.
